A New Push to Verify Marine Fuel Claims

According to a report by Maritime Executive, Singapore-based Phi Earth Technologies has opened a short market-research survey aimed at shipowners, operators, charterers, fuel suppliers, traders, and classification and verification bodies. The goal is to gather feedback on how the maritime sector should prove fuel origin and compliance as FuelEU Maritime rules and the IMO’s Net-Zero Framework take effect.

Phi Earth describes itself as a bio-digital technology company building a platform that traces where a low-carbon fuel and its feedstock actually originate and how they are produced. Rather than relying on self-reported assertions, the system combines a Measurement, Reporting and Verification (MRV) component—intended as a trusted record of events—with an AI-driven digital twin that models and forecasts qualified fuel supply.

Why the Company Says This Matters Now

Sean M. Holt, President International at Phi Earth Technologies, said the tightening regulatory landscape means the industry must demonstrate what fuel is genuinely being burned, not simply what an engine is rated to handle. He framed the survey as a way to get direct, unfiltered input from people who deal with fuel compliance daily, before the company advances further product development.

Backing and Field Trials

Phi Earth has gathered some notable institutional support. It is part of NVIDIA Inception, the chipmaker’s program for AI-focused startups, giving it access to NVIDIA’s technology and technical resources. The company was also named a semifinalist for the 2026 Earthshot Prize, the environmental award established by Prince William and Sir David Attenborough. In addition, it holds a non-binding technical memorandum of understanding with the American Bureau of Shipping to help validate its MRV methodology against established emissions-accounting standards.

On the technical side, Phi Earth is running field trials in the United States and the Asia Pacific region using purpose-built biomass feedstock. The company says it is refining its digital MRV and digital twin tools using data gathered from multispectral aerial drones and short-wave infrared satellite constellations to establish ground-truth measurements.

Fuel-origin verification is quickly becoming a practical compliance issue rather than a theoretical one. As FuelEU Maritime penalties and IMO’s forthcoming carbon-intensity rules link financial consequences directly to documented fuel lifecycle emissions, owners and charterers will need far more robust proof than supplier certificates alone. A platform that pairs traceable measurement data with predictive modeling could, in principle, reduce disputes over bunker quality claims and carbon-intensity figures—areas where independent bunker and fuel-quality surveys already play a central verification role. For technical superintendents, the emergence of tools like this raises a pointed question: how will digital MRV platforms interact with existing third-party survey and sampling practices used to confirm fuel delivered matches fuel documented? Until standards mature, independent physical verification at the point of bunkering remains the most concrete safeguard against disputes over quantity, quality, and compliance status—something a digital record alone cannot fully replace, at least not yet.
