According to a report by The Maritime Executive, investigators are now examining the vessel’s registration history, including how recently it entered the Indonesian domestic fleet and whether its age should have barred it from coastwise ferry service.

Records show Virgo Transport 8 (IMO 8625179) was built back in 1987 and previously operated in Japanese trade under a different name. Before-and-after imagery from VesselFinder reveals that the ship underwent substantial structural alterations to its starboard hull when it was converted for Indonesian ro/ro service — most notably the installation of two side-mounted ro/ro ramps near the bow and stern, which required deep cutaways in the hull structure.

A Regulatory Gap in Timing

Indonesian lawmaker Sofwan Dedy Ardyanto pointed out on social media that the country’s trade ministry once enforced a rule limiting imported passenger vessels to a maximum age of 15 years. Virgo Transport 8, at roughly 38 years old, would have far exceeded that threshold. However, that strict age cap, introduced in 2021, was replaced by a more relaxed framework in March 2024.

Public port state control records indicate the vessel was renamed in June 2025 and formally joined the Indonesian flag registry in March 2026 — both dates falling after the older, stricter age rule had already been superseded. Ardyanto is urging authorities to confirm whether the applicable regulations, whichever version was in force, were properly followed when the ferry was brought into the country.

Cause of Capsizing Still Unclear

Officials speaking to Antara have cautioned that it is not yet established whether the vessel’s age contributed to the disaster. Preliminary reports suggest the ferry was struck by a large wave before it capsized. The investigation into the full sequence of events remains ongoing.

This case highlights a recurring vulnerability in vessel life-cycle management: older tonnage transferred between flags and trades, often paired with significant structural modification, can slip through gaps created when regulatory frameworks change. For ship owners, managers, and charterers, the Virgo Transport 8 case is a reminder that flag-in transactions involving aged tonnage and major structural conversion — such as the addition of side-loading ro/ro ramps cut directly into the hull — deserve independent scrutiny beyond whatever minimum the current regulation requires. A condition survey conducted at the point of flag transfer, with particular attention to structural integrity around modified areas, can surface issues that a purely paperwork-based compliance check might miss. The episode also underscores the value of independent pre-registration and pre-purchase surveys for any vessel changing flag, trade, or configuration, particularly when it is being redeployed into passenger or ro/ro service on routes with variable sea conditions like the Java Sea. Regulatory thresholds are a useful backstop, but they are not a substitute for a hands-on technical assessment of a specific hull’s actual condition and suitability for its intended service.

As the investigation into the September 13 capsizing continues, the outcome may prompt Indonesian authorities to revisit how age limits, structural modification approvals, and flag registration timelines interact — and whether the current, looser framework introduced in 2024 leaves enough room for scrutiny of vessels with a long service history and heavy conversion work.
